The Landing of China-Pakistan Low-Altitude Economy Industry-Education Integration Project: Joining Hands to Lay a Solid Talent Foundation for Transnational Industrial Development

In January 2026, Beijing hosted an important industry event focusing on transnational cooperation in the low-altitude economy — the China-Pakistan Low-Altitude Economy Industry-Education Integration Conference was successfully held. As the core achievement of the conference, the "China-Pakistan Low-Altitude Economy Engineering and Technology College" was officially inaugurated, marking that the industry-education integration cooperation between China and Pakistan in the field of low-altitude economy has entered a substantive implementation stage. It has injected new momentum into the coordinated development of the industrial chains of the two countries and become another benchmark case of China's vocational education going global and technological output.

At present, as a strategic emerging industry, the low-altitude economy is ushering in an era of explosive development opportunities. Application scenarios such as agricultural drones, emergency rescue, and low-altitude logistics are continuously expanding, becoming an important force for promoting industrial transformation and upgrading and improving people's livelihood. As all-weather strategic cooperative partners, China and Pakistan have highly complementary development advantages and broad cooperation space in the field of low-altitude economy: China has accumulated mature experience in technological research and development, industrial application, and talent training in the low-altitude economy, forming a complete industrial system; Pakistan, on the other hand, has broad demand for application scenarios and is in urgent need of professional and technical talents and advanced technological support for industrial initiation and upgrading. The landing of this industry-education integration project is an important measure to accurately meet the development needs of the two countries and achieve mutual benefit and win-win results.

The China-Pakistan Low-Altitude Economy Industry-Education Integration Conference held in Beijing gathered more than 100 representatives from government departments, vocational colleges, and low-altitude economy enterprises of the two countries. In-depth discussions were conducted on core topics such as talent training, standard co-construction, scenario application, and industrial coordination, and a number of cooperation consensuses were finally reached. The establishment of the China-Pakistan Low-Altitude Economy Engineering and Technology College has become the core carrier of this cooperation. It is reported that the college is co-constructed by multiple parties from China and Pakistan, adopting a four-party linkage model of "university-university-enterprise-platform". Located in Lahore, Punjab Province, Pakistan, it plans to officially open in September 2026. Initially, it will set up core majors such as UAV Application Technology and Emergency Rescue Technology, focusing on key application fields such as agricultural drones, emergency rescue, and logistics, to build a systematic and professional talent training system.

Focusing on core application fields and deepening joint training and technological output are the distinctive features of this industry-education integration project. Adhering to the concept of "Chinese model + localized adaptation", the college will integrate China's mature teaching resources and enterprise technological advantages, jointly develop bilingual digital courses, build standardized training bases adapted to local needs in Pakistan, and implement a "dual-mentor" collaborative education model. Students will be jointly guided by Chinese university mentors, enterprise technical experts, and Pakistani mentors to achieve in-depth connection between theoretical teaching and practical application. In terms of talent training, the college plans to enroll 1,000 students annually in the initial stage and expand the training scale in phases, focusing on cultivating high-quality technical and skilled talents with an international perspective, advanced technology, and adaptability to industrial development needs, laying a solid talent foundation for the development of Pakistan's low-altitude economy.

In terms of technological output, China will rely on the college platform to export advanced teaching equipment such as UAV teaching aids and flight simulators to Pakistan, as well as mature technologies and industrial experience in the field of low-altitude economy, helping Pakistan build a localized technological application and talent training system. At the same time, the two sides will jointly carry out pilot projects of technological research and development and scenario application, promoting the popularization and application of UAVs in scenarios such as agricultural plant protection, mountain logistics, and emergency disaster relief in Pakistan, solving local problems such as inconvenient transportation, low agricultural production efficiency, and insufficient emergency response capacity, and allowing low-altitude technology to truly benefit people's livelihood and drive development.

The landing of this China-Pakistan low-altitude economy industry-education integration project is not only an important practice for the two countries to deepen vocational education cooperation, but also a key step in promoting the coordinated development of the low-altitude economy industrial chain, with important practical significance and far-reaching impact. From the perspective of industrial development, the project has built a complete closed loop of "talent training - technological application - industrial landing", which can not only promote the "going global" of China's low-altitude economy technologies and industrial resources, expand international market space, but also help Pakistan cultivate emerging industries, realize industrial transformation and upgrading, and promote the high-quality development of the China-Pakistan Economic Corridor. From the perspective of industry-education integration, the project has explored a replicable and promotable transnational industry-education integration model, promoting the in-depth integration of the education chain, talent chain, industrial chain, and innovation chain, and providing valuable experience for transnational industry-education cooperation in the field of global emerging industries.

Looking forward to the future, China and Pakistan will take this industry-education integration project as a fulcrum, continuously deepen resource sharing, standard co-construction, and talent co-cultivation, steadily promote the construction of the college and the implementation of cooperation, and gradually realize comprehensive cooperation from talent training to industrial coordination. It is believed that with the joint efforts of both sides, the China-Pakistan Low-Altitude Economy Engineering and Technology College will become a cradle for talent training, a platform for technological exchange, and a bridge for industrial cooperation between the two countries, promoting the continuous in-depth development of China-Pakistan low-altitude economy cooperation, writing a new chapter for the friendly cooperation between the two countries, and contributing collaborative strength to the development of the global low-altitude economy.
